The International Space University (ISU) is preparing to restructure its operations after the French courts ordered the liquidation of its central campus in Strasbourg, a decision that has disrupted academic programs while prompting the organization to reassess its long-term business model.
The liquidation has affected current students enrolled at the Strasbourg campus, with some completing their studies through accelerated diploma arrangements while others face uncertainty over their academic status. International students have also been impacted, as the suspension of campus operations may affect their residency and work rights in France.

Financial Challenges Prompt Strategic Review
ISU leaders said the liquidation applies to the Strasbourg campus association rather than the broader International Space University organization, which they intend to continue operating.
ISU co-founder Bob Richards said the organization’s future extends beyond its French campus.
“The question of the future of the Strasbourg association has never been the question of the future of ISU. ISU is the mothership. It always has been.”
Professor Emeritus Scott Madry, in an open letter to the ISU community, said the institution had faced financial pressures for many years.
“ISU has been on the edge of insolvency for decades. It was never a viable financial model.”
Madry said maintaining the Strasbourg campus placed financial strain on other ISU activities, requiring international programs to operate with limited resources while supporting the central campus.
New Business Model Under Consideration
ISU leaders said the organization is reviewing its financing strategy to reduce its reliance on funding from government space agencies.
Dean Emerita Angie Bukley said future plans include expanding partnerships with commercial organizations while adapting educational offerings to meet changing industry needs.
“Going forward, we are evaluating our business model and not being so dependent on space agencies like ESA, CNES, or NASA.”
Bukley said the university is also exploring shorter executive education programs and online learning opportunities as alternatives to its traditional eight- to nine-week in-person Space Studies Program.

According to ISU, these changes are intended to better accommodate professionals who may find it difficult to participate in extended residential programs while preserving the university’s international and interdisciplinary approach to space education.
Expanding Global Operations
Prior to the liquidation, ISU launched ISU Global, an initiative designed to establish a network of affiliated campuses and broaden the organization’s international presence.
Richards said the strategy is expected to remain central to ISU’s future development, helping diversify both operations and funding sources.
“The reason for a global campus strategically has always been to spread the risk because different regions of the world run into problems.”
He added that relying on a single campus supported largely through government funding created financial vulnerabilities that the organization now intends to address through a more geographically distributed model.
