Government and defense organizations are expected to play a pivotal role in shaping the market by accelerating technology maturity and creating early demand. Defense agencies, in particular, are increasingly exploring Dynamic Space Operations, with satellite refueling emerging as a strategic capability to enhance mission agility and operational resilience.

Satellite refueling is expected to become the largest revenue-generating segment over the next decade, representing a $1.2 billion market opportunity. Backpacking life-extension services follow at an estimated $860 million. Together, these capabilities reflect growing demand for solutions that maximize satellite value, extend operational lifespans, and increase mission flexibility.

With rising customer interest and sustained government investment, in-orbit services are poised to move beyond early adoption. As technologies mature and commercial activity expands, the sector is expected to unlock new opportunities across the space value chain while laying the foundation for a future space logistics ecosystem connecting operations across Earth orbit and beyond.
