Brownsville police are investigating gunfire reported outside a city commissioner’s home early Saturday, September 5, days after the Brownsville City Commission unanimously approved the disannexation of more than 444 acres sought by SpaceX as part of a $220 million water-infrastructure agreement. No injuries were reported, and police have not established any connection between the shooting and the politically contentious vote.
The Brownsville Police Department described the case as a “shots fired incident” outside the commissioner’s residence. Investigators are working to establish the circumstances and identify any suspects, but authorities have not said whether the home or commissioner was deliberately targeted or whether the incident was politically motivated.
Mayor John Cowen called the shooting “deeply troubling” and condemned political intimidation and violence. He said elected officials, city employees and residents should be able to feel safe in their homes regardless of disagreements over municipal decisions.
The incident followed an unusually tense period in Brownsville politics surrounding SpaceX, which operates its Starbase rocket manufacturing, testing and launch complex near Boca Chica Beach east of the city.
On August 29, the City Commission voted unanimously to disannex more than 444 acres from Brownsville at SpaceX’s request. Although located within the city’s boundaries, the property is not municipally owned. Cowen said the parcels are held by 48 families and trusts and would be purchased by SpaceX.
Disannexation removes land from a municipality’s jurisdiction, potentially changing the local rules, taxes and public services that apply to the property. The source account did not specify how SpaceX intends to use the acreage or provide a timetable for acquiring the privately held parcels.
A $220 Million Water Agreement
In exchange for the city’s approval, SpaceX committed $220 million toward water infrastructure that Cowen described as essential to Brownsville’s future supply. The commission considered the proposal during a six-hour special meeting on August 29. According to reporting by The Brownsville Herald, SpaceX told city officials that the agreement had to be approved that Saturday to meet company timelines and that the deal would not proceed otherwise.
Opponents raised concerns about SpaceX’s environmental footprint, its political influence in the region and what they characterized as pressure or bullying during the approval process. Supporters viewed the water-infrastructure commitment as a substantial investment in a public system facing long-term supply requirements.
The arrangement links SpaceX’s continuing expansion around Starbase with infrastructure needs in neighboring Brownsville. Starbase supports the production, testing and launch of the company’s Starship-Super Heavy system, while the surrounding area has become the focus of recurring disputes over land use, environmental effects, public access and the company’s influence on local government.
Those disputes provide important context for the heightened political atmosphere but do not demonstrate that the September 5 shooting was related to SpaceX or the land decision. Police have disclosed no evidence establishing such a connection.
Cowen nevertheless addressed the incident as a broader matter of political intimidation and public safety, acknowledging the tensions generated by recent city decisions. The investigation remains active, with authorities seeking to determine who fired the shots, why they were fired and whether the commissioner or residence was the intended target.
