The Canadian Armed Forces established a dedicated space occupation for non-commissioned members in summer 2026, allowing recruits to enter military service as space professionals rather than transferring from another trade later in their careers, Brig. Gen. Chris Horner disclosed September 4.
Horner, commander of 3 Canadian Space Division and Joint Force Space Component Commander, revealed the initiative during an episode of the CGAI Podcast Network’s Defence Deconstructed. He described the new occupation as one of several developments that received little public attention alongside Canada’s larger space announcements in 2026.
The change creates a formal enlisted career pipeline for personnel supporting military space operations. Previously, non-commissioned members assigned to the space domain generally entered from established military occupations and brought skills acquired elsewhere in the Canadian Armed Forces.
Under the new model, recruits can enroll as space professionals at the beginning of their service and develop within the military space community throughout their careers. The approach could give the Canadian Armed Forces greater control over recruiting, training and retaining personnel with specialized expertise in satellite operations, space-domain awareness, communications and the integration of space-derived information into military activities.
Horner appeared on the podcast with Mike Adamson, a Telesat executive and retired brigadier-general who previously held Horner’s position. The discussion centered on the Enhanced Satellite Communications Project – Polar, a roughly $2.3 billion procurement awarded by Canada’s Defence Investment Agency to Telesat and MDA Space in August.
The project is intended to strengthen military satellite communications in the Arctic, where limited terrestrial infrastructure, extreme operating conditions and the geometry of conventional geostationary satellites complicate persistent connectivity. It forms part of Canada’s broader effort to improve surveillance, communications and command capabilities across its northern approaches.
Horner had publicly raised the possibility of establishing a dedicated space occupation more than a year before its creation. Speaking at Space Canada’s Horizons 2025 conference on June 4, 2025, he said the Canadian Armed Forces was assessing whether it needed a distinct occupation, career field or pathway for personnel focused exclusively on space.
The objective, he said at the time, was to allow recruits to enter the Canadian Armed Forces and become space professionals from their first day of service. Establishing the occupation indicates that the military has moved beyond examining the concept and begun formalizing space as a long-term professional specialization.
The development complements the institutional expansion represented by 3 Canadian Space Division, the organization responsible for developing, delivering and integrating space capabilities for Canadian military operations. Creating an entry-level occupation could help build a more stable workforce around those missions rather than relying primarily on personnel assigned temporarily from other communities.
Its effectiveness will depend on the structure of the training program, recruiting targets, promotion pathways and the range of operational postings available to members. Horner did not identify how many personnel the Canadian Armed Forces plans to recruit into the occupation or when it expects the career field to reach its intended staffing level.
WildfireSat Sensor Could Support Arctic Surveillance
Horner also said the Department of National Defence is discussing WildfireSat with the Canadian Space Agency. Developed with Natural Resources Canada, the satellite program is designed to detect and monitor wildfires by measuring thermal energy from orbit.
The same type of infrared sensing could potentially support defense and security missions in the Arctic. Horner said a sensor capable of finding wildfires could also detect heat signatures from objects burning fossil fuels in a cold environment, including signatures that other surveillance systems might miss.
Such an application would represent a dual use of civil Earth-observation infrastructure rather than a dedicated military satellite mission. Thermal imagery can complement radar, optical imaging and other sources by identifying anomalous heat, although practical military utility would depend on factors including sensor resolution, revisit frequency, atmospheric conditions and the speed at which data can be delivered to operators.
Horner did not describe a formal agreement between the Department of National Defence and the Canadian Space Agency or specify what modifications, data-sharing arrangements or operational testing would be required to use WildfireSat information for defense purposes.
Commercial Services Dominate Canada’s Space Acquisition Mix
Horner provided a notional breakdown of how the Department of National Defence acquires space capabilities. He estimated that about 80% comes through commercial data or commercial procurement, while approximately 15% is developed with partners and allies. The remaining 5% consists of expensive, specialized capabilities intended exclusively for military use.
He cautioned that the ratio varies according to the mission. The breakdown nevertheless illustrates Canada’s reliance on commercial providers and allied cooperation rather than building sovereign military systems for every requirement.
That model can give the Canadian Armed Forces faster access to satellite communications, imagery and other services while reducing the cost of developing and maintaining complete government-owned constellations. Dedicated military systems remain necessary where missions require specialized performance, assured access or security levels that commercial services cannot provide.
The new occupation supplies a personnel component for that mixed architecture. Its next test will be whether the Canadian Armed Forces can recruit and retain enough specialists to operate military systems, integrate allied capabilities and manage an increasingly commercial space-services portfolio.
